Statutory Life and Annuity Issues

At this session, experts will provide an overview of current statutory valuation issues pertaining to life and annuity products. The focus is on activities of the American Academy of Actuaries relative to principle-based approaches, but other matters will be covered, including the status of the NAIC valuation manual, life risk-based capital, developments at the NAIC affecting life insurance companies, and practice issues for appointed actuaries

Dave is Vice President and Head of Regulatory and Government Affairs for Global Atlantic Financial Group.  His responsibilities include monitoring new and emerging capital and reserve requirements, and other regulatory developments impacting the life insurance industry.   Dave previously held the positon of Divisional Chief Actuary for Global Atlantic, and served as the Appointed Actuary for Accordia Life and Annuity Company. Dave is an industry leader in assisting the NAIC and the American Academy of Actuaries in the development of the principle-based reserve valuation framework, and is a frequent speaker at industry and actuarial conferences, seminars and webinars.  He currently serves on the Board of the Directors of the Academy as Vice President and chair of the Academy's Life Practice Council.   He is also a member of the ACLI Actuarial Committee.Dave holds a Bachelor of Arts degree in Mathematics from Wartburg College, and a Master of Science degree in Actuarial Science from the University of Wisconsin-Madison.

THOMAS A. CAMPBELL, FSA, CERA, MAAA, is a Senior Actuarial Consultant for Actuarial Resources Corporation and is located in Farmington CT. Tom has over 30 years of insurance experience, including financial reporting, appointed actuary work, capital management, reinsurance, product review, and regulatory issues. Tom has been involved in American Academy of Actuaries activities for most of his career. He is currently serving as the Academy's President-elect, and is a member of the Life Practice Council and the Committee on Qualifications. He previously served as Vice President for Life Issues, and has also chaired and been a member of several work groups dealing with principle-based approaches for reserves and risk-based capital.

President; Claire Thinking Inc

Donna Claire FSA, MAAA, CERA has over 40 years in the insurance profession and heads Claire Thinking, Inc., which specializes in risk management and regulatory issues. She has worked on a number of American Academy of Actuaries committees on regulatory matters in the life and annuity areas. She is a past Vice President of the Society of Actuaries and the American Academy of Actuaries. Mrs. Claire received the Jarvis Farley Award for volunteer service to the Academy and a 2016 Outstanding Volunteer Award for work on Principle Based Reserves.
