Best Practices for ACA Rate Filings

This session will feature a panel of health actuaries with intimate knowledge of the ACA rate filing process. Each panelist will deliver a short presentation focused on best practices for specific aspects of the ACA rate filing process including rate development, the creation of rate filing justification documents including actuarial memoranda, responding to rate review objections, compliance with the relevant ASOPs, professionalism and communication. The panel will include health actuaries who provide rate review services for state departments of insurance, health actuaries who provide rate review services for health plans, and health actuaries who develop ACA rates and file ACA rate filing justification documents. Each panelist will present for five to ten minutes, and then the floor will be opened up for questions from the audience and discussion.

Annette James, FSA, MAAA, FCA

Principal, NovaRest

Annette James is a Principal and Consulting Actuary with NovaRest, Inc., focused on serving the actuarial needs of state Departments of Insurance. Prior to NovaRest, Annette was the Lead Actuary for the Nevada Division of Insurance for almost fourteen years, where her responsibilities included monitoring the financial solvency of health insurance companies, reviewing health rate filings, and leading healthcare reform projects.

David Dillon, FSA,MAAA

Sr. VP & Principal, Lewis & Ellis

Dave joined Lewis & Ellis in 1999 specializing in health insurance and healthcare analysis. Dave currently focuses on product development, financial solvency and healthcare reform issues. Since the passage of the ACA, Dave has assisted 15 states with health care reform issues. He currently serves 10 states as their rate reviewer. Dave is very involved in the affairs of his profession and the health insurance industry through his volunteer efforts. Dave currently serves on the SOA's Board of Directors. From 2017 to 2019, Dave led the SOA's strategic initiative Commercial Healthcare: What's Next?. In 2017, Dave was a recipient of the Society of Actuaries' Outstanding Volunteer Award. Dave is also the co-Chair and Host for the SOA's Health Section Podcast series.

Steven Kesten FSA,MAAA

Steve Kesten is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries. He is a Senior Managing Actuary at Health Care Service Corporation in Richardson, Texas, working on ACA Pricing and Rate Filing for the Individual markets in five states. He also has experience in financial planning and analysis, ACA risk adjustment and pricing for Small Group.

Joseph P Slater FSA,MAAA

Partner and Consulting Actuary, Axene Health Partners (AHP)

Joe Slater is a Partner and Consulting Actuary with Axene Health Partners (AHP) based out of their Charlotte, NC office. He is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries. Joe has over 20 years of health actuarial experience focusing on commercial pricing, medical economics, provider contracting, and trend development. Prior to joining Axene Health Partners in 2015, Joe led Anthem’s Large Group Enterprise Pricing team.

Douglas C Clamp Jr FSA,MAAA

25+ years of health actuarial experience with some consulting experience while working the last 16 years at Anthem. Anthem experience is largely concentrated in pricing in the commercial market in both the pre-ACA and ACA marketplace. Spent some time guiding trend development and advanced analytics teams at Anthem.
