Beyond the Bid: Monitoring Part D Financials from An In-house Actuary's Perspective

Many plan sponsors use external consulting actuaries to develop D Bids each June for the following year. After these bids, how should in-house actuaries monitor Part D experience over the next 18 months? During this session, the presenters will share their experiences in performing this role. First will be an overview of the common data sets available to plan sponsors and how they utilized them to develop special Part D reserves each month. After that, how to build a robust model to forecast Part D financials, including how to incorporate emerging experience, model monthly seasonalities and conduct meaningful scenario testing, will be covered.

Jackie Lee, FSA, MAAA (Moderator)

Vice President & Principal

Jackie Lee, FSA, MAAA is a Vice President and Principal with Lewis & Ellis, Inc. in Dallas, TX. She joined L&E in June 2008. Since the beginning of Jackie's actuarial career in 2004, she focused on the individual and group health insurance markets. She assists insurance clients, state insurance departments, and CMS in reviewing policy forms and pricing/rate setting for individual and group products for with various types of health plan types, including but not limited to major medical plans, indemnity plans, Medicare Advantage and Part D plans, Medicaid, and pharmacy plans. Jackie opines on reserves for several health plans and assists these plans in setting IBNR and other reserves.More recently, Jackie has assisted companies with pricing Medicare Advantage plans. As part of L&E's MAPD practice, she oversees the development and maintenance of internal pricing models and market competitive tools.She has been on the Health Section Council Leadership since 2016. She has served as the Secretary and Treasurer. She is currently the Vice-Chair of the Council. She is a frequent speaker and volunteer for the Society of Actuaries.

Maxwell Hanna, ASA, MAAA

Maxwell (Max) Hanna, Director of Actuarial Services at Molina Healthcare has worked exclusively as an in-house Actuary. Max’s primary focus is centered around all things Part D finance and actuarial services. Max’s experience in Part D covers a wide range including; In-house Part D bid lead, support of monthly GAAP accruals and quarterly statutory filings, budget setting, Part D operational compliance, and many others.Max is a graduate of Ripon College and currently resides in Long Beach, California. In his spare time Max enjoys training for triathlons, cheering for Liverpool FC and the Green Bay Packers, and spending time with his dogs.

Kathryn Qin, FSA, MAAA

Kathryn Qin is Acting CFO and Corporate Vice President of Actuarial Services for SCAN Health Plan. She leads all aspects of actuarial analysis for SCAN, including Medicare bids, Medicaid rate filings, financial forecasting, reserving and contract negotiations. Kathryn and her team work to ensure that SCAN is able to offer consistent, value-added benefit packages that support healthy, independent aging and meet members’ wants and needs when it comes to their health plan. Prior to joining SCAN, Kathryn worked at Health Net as a director of actuarial services and at Towers Perrin she progressed from an actuarial student to a senior retirement consultant. Kathryn holds a MBA from the Anderson School of Business at UCLA, and a Bachelor of Science from the University of Manitoba in Canada.
